As part of a larger civic campus master plan developed by CPL, the City of Locust Grove partnered with CPL to design a new 18,219 sq. ft. Public Safety Facility that brings police headquarters and municipal court functions together within a modern, purpose-built environment.

Located adjacent to City Hall, the facility establishes an important civic presence while supporting the distinct operational, security and public-access requirements of multiple City functions.
The two-story portion of the building houses the police department’s administrative, records and patrol operations, while the one-story portion accommodates the municipal courtroom, evidence investigation laboratory, secure evidence storage, holding cells and an enclosed sally port. The organization of these functions carefully considers the movement and separation of staff, members of the public and individuals in custody, supporting secure and efficient day-to-day operations.
Designed for flexibility, the 120-seat courtroom also serves as the City’s mayor and council meeting chamber. CPL developed a custom saw-tooth-shaped dais that improves sightlines between the mayor and council members while maintaining the traditional positioning required for municipal court proceedings, allowing one space to effectively support two distinct civic functions.
The building’s architecture also responds to the history of its site. The City sought a modern public safety facility that would reflect the architectural character of a former boys’ dormitory that once occupied the property as part of the historic Locust Grove Institute. CPL translated that context into a contemporary civic building that complements its surroundings while meeting the technical and operational demands of a modern public safety facility.
As a key component of CPL’s broader civic campus master plan—which also envisions a fire station, veterans memorial, farmers market and community center—the Public Safety Facility helps establish a cohesive framework for Locust Grove’s current and future civic services.
