“Bridging” the Gap in Transportation Design

Matt Smullen, P.E., is an engineer who makes connections.

He first became invested in the A/E/C industry during his childhood, when he was exposed to the construction projects undertaken by his family’s masonry contracting business, which was launched by his great-grandfather. This early fascination, combined with a natural aptitude for math and science, made his decision to pursue a career in civil engineering a “no-brainer.”

Today, as CPL’s Northeast Region Transportation Practice Leader, Smullen applies more than two decades’ experience toward connecting towns, cities and counties with greater access to the world around them. Whether he’s engineering bridges, reconfiguring highways or upgrading drainage systems, he marries a thorough understanding of municipal challenges with proven expertise in federally funded transportation projects to deliver elite, highly personalized design solutions for a wide range of clients.

“There’s a profound sense of accomplishment that comes with seeing our plans brought to life,” explained Smullen.

“Transportation engineering is about much more than just performing calculations. For us, it’s really about keeping communities safe and well-connected.”

For more than 14 years, Smullen has endeavored to grow CPL’s portfolio in the greater Capital Region and beyond by spearheading a myriad of complex transportation projects. Recent contributions include design of a precast concrete bridge over Cadman Creek in Saratoga County; the reconstruction of theLake Road Bridge over the Metro-North Railroad in the town of New Windsor, NY; and a series of bridge replacement and rehabilitation assignments throughout Essex and Warren counties.

In addition to leading the charge in CPL’s Albany office, Smullen supplements his “civil” service as an active member of several professional organizations, including the American Society of Civil Engineers (ASCE), the Association for Bridge Construction and Design in Eastern New York (ABCDENY) and the National Society of Professional Engineers (NSPE). He also sits on the American Council of Engineering Companies’ (ACEC) Eastern New York Board of Directors.

“I’m always thrilled to tell clients about all of CPL’s cross-disciplinary ventures and our capacity to successfully manage any project type,” Smullen said. “We look ahead, read the signals and redirect as needed in order to keep our team – and the world – moving.”
