When Dairy Farmers of America (DFA) set out to build a cheese production facility in western New York, the absence of public water infrastructure posed a major challenge. To overcome this, CPL partnered with the Town of York, DFA and Livingston County to design a water storage solution that not only satisfied DFA’s operational needs but also brought lasting benefits to the surrounding community.

Our Infrastructure practice team worked closely with all stakeholders to develop a cost-sharing plan, equitably distributing funding responsibilities among the three parties. This agreement laid the foundation for the construction of a new water storage tank, purpose-built to support DFA’s high water consumption and fire protection requirements. At the same time, it extends reliable water service to previously underserved neighborhoods.

Rather than following the conventional approach of installing an elevated tank near York’s existing water treatment facility, we conducted a thorough site assessment and identified a more efficient and cost-effective alternative: the construction of a ground water storage tank in the nearby Town of Covington.

Additionally, Covington leveraged the new infrastructure for a $5 million water expansion project, increasing access for its own residents, while added water mains improved distribution to rural areas in York.

DFA’s direct funding contributions highlighted the collaborative spirit of the project, setting a benchmark for impactful partnerships and measurable community value.

This project demonstrates the power of shared investment in overcoming infrastructure challenges and creating opportunities for meaningful community transformation. It enhances equitable resource distribution and ensures a sustainable water system that strengthens the region’s resilience to future challenges.
