Founded in the early 1800s, the Town of Pembroke has grown into a thriving community in upstate New York. As the population and industrial base expanded, local leaders recognized the pressing need to modernize infrastructure to support this development and improve quality of life for residents and businesses.

A critical focus was the lack of available treatment capacity at the Village of Corfu wastewater treatment facility. To address these challenges, CPL’s Infrastructure team was engaged to develop a solution to ensure economic development would not be impeded in the Town.

We began with thorough site assessments and engineering analyses, which indicated the design of a new 150,000-gallon-per-day facility as a viable solution, capable of meeting the wastewater treatment needs of Pembroke and its rapidly growing business parks.

In coordination with the Town of Pembroke and the Genesee County Economic Development Center (GCEDC), our solutions incorporated several key infrastructure improvements to increase treatment efficiency and capacity. These upgrades included the construction of a new influent headworks building to remove large solids and grit, an equalization tank to manage fluctuating flows, two sequencing batch reactor treatment tanks, and two disc filters to meet stringent effluent solids requirements.

Additionally, the facility features a control building with aeration blowers to optimize the treatment process. Today, Pembroke’s expanded wastewater treatment facility operates at full capacity, delivering reliable, high-quality water that adheres to the latest environmental and sustainability standards.

By modernizing the facility and implementing scalable solutions, the Town of Pembroke has established a resilient wastewater treatment system poised to support future growth, safeguard local water resources and enhance community well-being for years to come.
