In 2024, Erie County advanced an 18-year energy performance contract with John W. Danforth Company to reduce energy use across its facilities. As part of this effort, Danforth engaged CPL to provide engineering and design services, supporting the analysis, planning and implementation of targeted system upgrades.

Our Community and Culture Practice team evaluated existing mechanical systems across multiple facilities, identified equipment for replacement or upgrade, and confirmed proper system sizing through detailed calculations. We then developed complete design and construction documents, enabling Danforth to move into implementation.
At the Public Safety Campus, improvements included boiler upgrades, a new chiller, enhancements to the building automation, and air handling unit coil replacements. At the Convention Center, the work focused on boiler upgrades and building automation system improvements.

The Board of Elections Building required the most extensive work. Our team replaced outdated steam heating with a new variable refrigerant flow (VRF) system and added mechanical ventilation. We also replaced inoperable windows with operable units to reduce air infiltration and bring in fresh outside air. These changes improve indoor air quality and create a healthier, more comfortable environment for staff and visitors, while reducing energy use year-round.
All facilities remained occupied during construction. This required careful phasing and close coordination with stakeholders to maintain operations and limit system disruption.
