Matthew Smullen

As a key leader within CPL’s Infrastructure Practice, Matt brings a deep understanding of the unique challenges facing clients across the Capital District, Hudson Valley and Southern Tier. He plays an active role in guiding project teams and supporting the successful delivery of complex transportation infrastructure solutions throughout the region.

With extensive expertise in bridge design and federally funded transportation projects, Matt works closely with public agencies and municipal partners to develop practical, constructible and cost-effective solutions that meet long-term performance needs. His experience navigating regulatory requirements and funding frameworks allows him to consistently deliver high-quality, responsive outcomes for clients.
