Engineering Planning Grants

CPL supported nine NYSEFC grant applications, helping secure $540,000 in funding for early-stage planning. Communities including the City of Corning, Town of Ripley, and Village of Johnson City each received $60,000.

Water Infrastructure Improvements Act (WIIA)

In 2025, CPL advanced 31 projects onto NYS EFC’s Intended Use Plan, positioning clients for WIIA funding. Through grant writing partnerships, we helped secure $47M for critical water infrastructure improvements.

Community Development Block Grants

With assistance from grant writing partnerships, CPL supported seven CDBG applications. Three were awarded funding and a fourth received co-funding through NYS Empire State Development, totaling $5.5M in secured investment.

CPL partnered with a town grant writer to secure joint funding for Community Center upgrades, septic improvements, and Town Park athletic field renovations. The project received $400,000 through BRICKS and $334,719 from the NYS Municipal Parks & Recreation Grant.

CPL supported the Town of Amenia’s Water Quality Improvement Project (WQIP) application, securing a $600,000 award covering 80% of construction costs for a new salt storage facility.

CPL assisted with an NYSEFC Intermunicipal Grant (IMG) application to fund critical water system improvements. The Town of Barre received $2,097,000 for a new storage tank and pump station serving four surrounding towns.

Dan’s primary scope of work involves assessment and design of water distribution systems, water and wastewater treatment facilities and wastewater collection systems. He also provides unwavering support to the team in the form of data analysis, project documentation, quality control and assurance and infrastructure evaluations.

As a Certified Planner, Justin is no stranger to helping communities figure out creative ways to reach their full potential. Often working alongside public officials, planning commissions and neighborhoods, he develops land use plans and programs that identify both short- and long-term solutions to improve and revitalize communities.
