The New York State Community Development Block Grant (CDBG), administered by NYS Homes and Community Renewal (HCR), provides funding to support infrastructure and community development projects that benefit low- and moderate-income residents. Eligible applicants include cities, towns, and villages with populations under 50,000, as well as counties with populations under 200,000.

Funding may support initiatives such as water and sewer upgrades, public facilities, housing rehabilitation, senior and community centers, and small business start‑up or expansion grants.

While the next funding round has not yet been released, it is currently in development, making this an ideal time for communities to begin planning and preparing potential projects.

The Clean Water State Revolving Fund (CWSRF), administered by the New York State Environmental Facilities Corporation (EFC), provides below-market-rate financing and technical assistance to help municipalities undertake wastewater and sewer infrastructure projects that improve water quality and protect public health.

Each year, New York State publishes an Intended Use Plan (IUP) identifying projects eligible for financing and outlining how CWSRF funds will be used. Eligible projects may include upgrades to wastewater treatment plants, sewer system rehabilitation, stormwater management improvements, and projects that reduce sewer overflows and pollution in local waterways. Reports for interested communities must be submitted to NYSEFC by May 29, 2026 and listed on the Intended Use Plan to be eligible.

The Clean Water State Revolving Fund (CWSRF), administered by the New York State Environmental Facilities Corporation (EFC), provides funding to help municipalities prepare engineering reports for wastewater infrastructure projects. Planning grants help communities evaluate infrastructure needs and advance well-designed projects toward construction.

Grants of up to $100,000 are available for inflow and infiltration studies, while grants of up to $50,000 are available for other wastewater infrastructure planning projects. Communities must meet certain Median Household Income (MHI) requirements according to the United States Census American Community Survey to be eligible. A webinar about this funding round and the application process will be held April 15 from 2–3 p.m.

New York State continues to invest in improving drinking water quality through the Drinking Water State Revolving Fund (DWSRF), administered by the New York State Department of Health (NYSDOH). The program provides financial assistance to public water systems undertaking critical infrastructure improvements such as treatment plant upgrades, distribution main replacements, and water storage improvements.

New York State has prepared an Intended Use Plan (IUP) that identifies priority projects eligible for DWSRF funding and outlines how funds will support safe, reliable drinking water systems across the state. Reports for interested communities must be submitted to NYSEFC by May 29, 2026 and listed on the IUP to be eligible.

This funding opportunity is administered through the New York Places for Learning, Activity, and Youth Socialization (NY PLAYS) Initiative, which is designed to invest in high-quality, inclusive outdoor spaces that support outdoor recreation, physical activity, and community well-being. NY PLAYS is part of the Governor’s broader Unplug and Play Initiative, which is designed to invest in high-quality, inclusive outdoor spaces that support recreation, physical activity, and community well-being.

Eligible municipalities and nonprofit organizations may apply for NY PLAYS grants ranging from $100,000 to $2.5 million for the equipment and its design, construction, and renovation or equipping of public playgrounds.

An informational webinar for potential applicants will take place on February 13, 2026 on DASNY’s website.

Applications will be accepted from May 4 through June 15, 2026.

The NYS Community Development Block Grant (CDBG) Program is a federal funding source designed to assist low- and moderate-income communities, households and individuals. The Water Quality Improvement Project (WQIP) program is a is a competitive, statewide reimbursement grant that supports projects aimed at improving water quality and habitat, reducing flood risk, advancing restoration efforts, strengthening flood and climate resiliency, and protecting drinking water sources.

Applications are accepted annually through the Consolidated Funding Application (CFA). While the current grant cycle is currently closed, the Round 22 application period is expected to open in May 2026.
