Rochester, NY — CPL, a full-service design firm serving public and private-sector clients for more than 50 years, is excited to announce the addition of Mark DiPasquale and Chad Sanford to its offices in New York.
DiPasquale joins CPL as a Senior Engineering Project Manager. He brings more than 20 years of civil engineering experience supporting both public and private sector clients across a wide range of project types.
With extensive experience across multiple disciplines, DiPasquale’s expertise includes water and sewer infrastructure, roadway and site design, and complex permitting efforts. His career spans projects of all scales—from localized infrastructure improvements to large, multi-phase system upgrades. Known for his strong technical background and collaborative leadership style, he also offers a deep understanding of municipal planning and finance, which will strengthen CPL’s ability to deliver practical, cost-effective solutions for its clients.
Prior to joining the firm, he served as a Contract Project Manager on numerous local projects, where he successfully guided multidisciplinary teams and coordinated with municipal stakeholders. DiPasquale holds a Bachelor of Science in Civil Engineering from the University at Buffalo, as well as a Bachelor of Science in Accounting and a Master of Business Administration from Canisius University. He maintains his OSHA 30-Hour certification and has completed NYSDOT Bridge Inspection Training.
Sanford joins CPL as a BSE Technician, where he will support the structural engineering team for K–12 projects. He brings a solutions-driven mindset and technical agility informed by a background in HVAC and mechanical building systems, contributing positively to both project delivery and team collaboration.
He is passionate about leveraging technology to enhance workflows and is deeply committed to producing accurate, thoughtful drawings that help K–12 districts—and the communities they serve—bring their shared vision to life. His work prioritizes both safety and aesthetics.
Sanford is a recent graduate of Monroe Community College in Rochester, NY, where he earned an Associate of Applied Science degree in CAD and graduated with Dean’s List honors.
