PETERSBURG, VA — CPL joined local officials, judges, community leaders and project partners on December 16, 2025, to celebrate the groundbreaking of the City of Petersburg's long-anticipated Courts Complex; an $80 million civic investment that will modernize judicial services while honoring the city's storied architectural legacy.
The ceremonial shovel toss marked the official start of construction on a facility decades in the making, driven by growing caseloads and the need for tech-enabled court environments. Our Community & Culture Practice first engaged the project through a comprehensive programming and planning study in early 2023. Through in-depth interviews and collaborative workshops with judges, clerks and multiple city departments, the team evaluated operational challenges, space requirements and long-term goals, producing a strategic roadmap that guided the project from vision to implementation.
Located in the heart of downtown, the 99,000 sq. ft., three-story courthouse will rise on a sloping site bounded by East Tabb, North Adams and Monroe streets. Consolidating Circuit Court, General District Court and Juvenile & Domestic Relations Court into a single, purpose-built complex, the facility will streamline access to services, bolster operational efficiency and create a more intuitive experience for the public, staff and judiciary.
Its design draws inspiration from the 1839 Hustings Courthouse, incorporating Greek Revival elements – including a six-column façade – to express classical proportions, civic dignity and a reinforced connection to Petersburg's historic urban fabric.

Accommodating more than 30,000 cases annually, the building's contemporary courtrooms will come equipped with advanced technology, enhanced acoustics and improved security. Its lower level will be integrated into the site's natural grade, with secure circulation, holding areas and dedicated parking for judges and court personnel.

"From the earliest programming conversations through design and delivery, it reflects respect for heritage and a clear vision for civic architecture that uplifts our shared community."
Serving as Architect of Record, CPL is partnering with Gilbane Building Company (Construction Manager) to deliver this transformative asset. Construction is expected to conclude in 2027, marking a significant milestone in Petersburg's continued revitalization and commitment to its downtown and judicial infrastructure.
