Serving as critical components of New York State’s correctional system, the Groveland and Livingston Correctional Facilities rely heavily on consistent and high-quality infrastructure. For decades, they depended on an aging, on-site water supply and treatment plant that struggled to meet rising demand due to population growth, operational expansion, and evolving regulatory standards.

To address this urgent need, the Livingston County Water and Sewer Authority (LCWSA) launched a comprehensive initiative to integrate the facilities into its regional water system. This transition would ensure a stable and reliable water source while overcoming the unique challenges posed by the region’s diverse topography.
CPL’s Infrastructure team led the critical modernization effort, designing a custom water distribution system that delivers high-quality water over long distances. This included the design and construction of the Maple Beach pump station, along with strategic upgrades to the Sliker Hill, Shelly Road and Hemlock pump stations to enhance water capacity for the correctional facilities.
Additional upgrades were implemented across the Towns of Livonia, Conesus and Groveland, with the installation of new 12-inch and 16-inch water mains, valves, hydrants, and pressure-reducing/meter vaults. These improvements increased overall system capacity, regulated pressure, extended public water access to hundreds of homes, eliminating long-standing health concerns from residents relying on private wells.
In the project’s final phase, the team constructed the Dennison Road water storage tank and made improvements to the existing Conesus water storage tank, further strengthening Livingston County’s water infrastructure and long-term water distribution needs.
CPL utilized advanced hydraulic modeling to ensure the system’s efficiency and worked closely with local governments across five municipalities to streamline permitting and navigate political complexities, facilitating smooth progress throughout the project.
This strategic modernization not only addressed immediate water capacity needs but also laid the foundation for long-term sustainability. By enhancing infrastructure with reliable water supply systems and upgrading key pump stations, the work ensures that the correctional facilities, local residents, and the broader community will benefit from improved water quality, greater operational efficiency, and a resilient system poised to support future growth.
